The invention can accurately assess brackish moisture content in insulation paper and judge the insulation and aging state of oil paper without suspended core and sampling and destroying the insulation material.

An index model used for evaluating the insulating fatigue state is set up through the influences of the test waveform, the frequency and the temperature on electric treeing; a model for describing an insulating fatigue service life curve is set up; a model for conducting service life evaluation on the insulating state by means of the fatigue service life curve and running test data is set up. According to the fatigue test device and method, the insulating aging development process can be accurately described and predicted, and therefore the insulating state can be accurately judged, the state maintenance work efficiency of electrical devices can be improved, and cost is reduced.
