A blocking rod transversely penetrates through the portion, in the conical hole opener, of the machine frame. A conical slide block pin shaft supported by a guide groove in the machine frame and transversely penetrating into a conical slide block is arranged below the blocking rod. The conical slide block pin shaft is connected with the handle wheel through a steel wire. A hole opener pin shaft transversely penetrating through the machine frame is arranged below the conical slide block pin shaft. A pedal transverse rod transversely penetrating through the conical hole opener and the machine frame is arranged below the hole opener pin shaft. The pedal transverse rod is connected with a pedal chain wheel in the machine frame. The pedal chain wheel is connected with a chain wheel on the seed discharge device through a chain.
