The invention provides a comprehensive
evaluation system of an industrial boiler energy saving scheme and a construction method thereof. The comprehensive
evaluation system comprises three phases which are an early stage, a medium stage and a later stage, wherein in the early stage, indexes are established and
weight distribution is performed; in the medium stage, fuzzy comprehensive evaluation of the step-by-step indexes is performed and a high-grade comprehensive
evaluation result is output; and in the later stage, comprehensive
evaluation system software is used to output an assessment result. By using the set of comprehensive and integrated evaluation
system, an industrial boiler energy saving scheme is comprehensively evaluated from aspects of safety, energy saving, economy, generalizability and the like. An existing limitation of qualitative evaluation from a single aspect of energy saving is broken through, and a multi-element evaluation index model in which qualitative and
quantitative evaluations are combined, a technology and a market are combined, and safety and energy saving are combined is formed. Through research, an evaluation standard of each index required by the evaluation
system is determined; for different types of technologies or products, quantification is performed; human factors which influence the evaluation are reduced to a minimum so that an energy saving technology evaluation
system becomes objective, scientific and reasonable; and sound development of industrial boiler energy saving technology industrialization is promoted.
