The invention discloses a high-conductivity graphene and a graphene conducting film, and a preparation method thereof, belonging to the field of materials. The method comprises the following steps: carrying out blending and mechanical grinding on preoxidized graphite powder prepared by a concentrated acid oxidization process and disazo dyes to prepare the high-conductivity graphene; and dispersing the high-conductivity graphene in a solvent, forming a graphene film on a substrate surface by a film-forming process, and forming the graphene conducting film from the graphene film by a surface treatment process. The preparation method has the advantages of simpleness, mild preparation conditions, controllable technological parameters, high yield and low production cost. The high-conductivity graphene has the advantages of high solvent dispersivity, high stripping efficiency, favorable film-forming property and favorable conductivity; and the graphene conducting film has the advantages of low resistance, wide substrate applicability, favorable mechanical properties and high biocompatibility, and has wide application prospects in the fields of lithium ion batteries, solar cells, super capacitors, electromagnetic shielding, antistatic, biosensing, low-cost light-permeable electrodes and the like.
