One embodiment is directed to a method of instructing at least one operator in a best practices implementation of a standards facility for managing at least one standard in an information technology (IT) environment comprising a plurality of standards to be managed, the IT environment being managed in accordance with at least some aspects of the Microsoft Operations Framework (MOF), the at least some aspects of the MOF comprising a change management service management function (SMF) that documents, assesses the impact of, approves, schedules and reviews changes in the IT environment and a configuration management SMF that identifies and documents components of the IT environment and relationships between them. The method comprises an act of: (A) instructing the at least one operator to treat the at least one standard as a configuration item so that changes to the at least one standard are managed in accordance with the change management SMF and so that the at least one standard is tracked in accordance with the configuration management SMF.

While the Change Management Procedure is applicable to any type of change, in the preferred embodiment the procedure manages changes in electronic computer systems including but not limited to architecture changes, outages (e.g., hardware, software or facility), replacement of hardware, upgrading of software, and rebooting of devices. By requiring that all changes be formally requested and approved, the Change Management Procedure prevents unauthorized changes. When the flat file from the new data file is compared to a flat file from an earlier version of the file, a standard merge program is able to better detect the differences, including differences caused by complex edits. The comparison is more granular than it would be if simply comparing the hierarchically-arranged file versions, thereby providing significant benefits in localization and other version tracking scenarios.

A system and method for enforcing change control in operations performed by operational management products (OMPs) are provided. The system and method automate the checking of a request-for-change (RFC) state by an OMP when the OMP is installed in an environment where a change management database (CMDB) has been installed and certain resources or operations have been placed under strict change control. The OMPs of the illustrative embodiments require an RFC identifier to be specified when a change operation of the OMP is invoked. The RFC identifier is used by the OMP to access a service management system so that the OMP may determine if the RFC identifier is valid, IT resources are in the correct state, and the change is scheduled to be performed at the current time.
