The invention discloses an inverse piezoelectric effect-based actuator, which comprises a base, a stator arranged on the base, and a rotor arranged on the base, wherein the rotor is in contact connection with the stator; a positioning device is arranged between the base and the stator; the stator is arranged on the base through the positioning device and comprises a stator bottom plate, an amplifier unit structure arranged on the stator bottom plate and a power device; the power device is in transmission connection with the amplifier unit structure; and the power device is capable of pushing the amplifier unit structure to move and driving the rotor to move through the amplifier unit structure. The inverse piezoelectric effect-based actuator has the beneficial effects that the stator adopts a piezoelectric stack as the power device, so that micro-displacement action can be achieved; drive displacement of piezoelectric ceramic can be improved by adopting the piezoelectric stack; and meanwhile, the inverse piezoelectric effect-based actuator has the advantages of low power consumption, a fast response and a small calorific value.
