The blower speed regulation controller comprises a processing unit and a spread spectrum driving unit. The processing unit is used for receiving a shift signal transmitted from an air conditioner controller, generating a shift control signal according to the shift signal in order to transmit the shift control signal to the spread spectrum driving unit, and transmitting a frequency control signal to the spread spectrum driving unit. The spread spectrum driving unit is used for generating a PWM driving signal according to the shift control signal and the frequency control signal and transmitting the PWM driving signal to a driving switch of the blower. The duty ratio of the PWM driving signal is controlled by a shift control signal and the frequency of the PWM driving signal is controlled by the frequency control signal and fluctuates near the center frequency in a pseudo random signal modulation manner.
