The invention relates to a high and low voltage integrated phase-sequence phase meter which comprises two emitters and a receiver wirelessly connected with the emitters, wherein each emitter comprises an A / D (analog / digital) sampling circuit, a coding circuit and a wireless emitting module; and the receiver comprises two wireless receiving modules, decoding circuits, a signal processing module electrically connected with output ends of the two decoding circuits, and a display circuit connected with the output end of the signal processing module. A resistance direct voltage dividing principle is adopted for measuring a nuclear phase under low voltage, and a sampling inducing principle is adopted for measuring the nuclear phase under high voltage. By converting the measurement according to high and low voltage conditions, the invention enables one device not only can realize phase sequence judgment of a single-supply circuit and phase judgment of a double-supply circuit in a low-voltage active circuit , but also can achieve the phase sequence judgment of the single-supply circuit and the phase judgment of the double-supply circuit in a high-voltage active circuit, and avoids the defects brought by the measurement by using more devices at a complex construction site, thereby having larger market application value.
