The invention discloses a hopping beam satellite system workflow and signaling frame design method for controlling an associated service, which comprises the following steps that: 1, a system controlsignaling is sent through a service beam, and user synchronization, network access, hopping beam resource application and other operations are completed through wave position polling when a certain service demand area is served for the first time; 2, a network control center establishes an objective function oriented to resource global scheduling and flexible allocation; 3, the target function inthe step 2 is solved; 4, a wave beam hopping period and a wave beam residence time parameter are set, and a hopping wave beam time schedule is generated by utilizing the time slot number of the wave beam; 5, the framing of the BHTP signaling frame is completed; 6, the satellite and the user demodulate the BHTP signaling to complete satellite-ground integrated beam synchronous hopping; and 7, the user performs service transmission and completes service application of the next hop beam period. According to the invention, an independently configured control beam is not needed, extra overhead caused by re-synchronization of a user in a beam hopping period is avoided, and the utilization rate of system time slot resources is improved.
