The invention discloses a reusable carbon-based nano demulsifier and a preparation method thereof. The preparation method comprises the following steps: carrying out a reaction on carbon nano tubes with a mixed acid solution to obtain oxidized carbon nano tubes with hydroxyl and carboxyl on the surfaces; and grafting nano TiO2 generated by hydrolysis of an organic titanium precursor onto the surfaces of the oxidized carbon nano tubes to obtain the reusable carbon-based nano demulsifier. The invention also discloses the demulsifier obtained by the preparation method. The provided preparation method of the demulsifier is simple, green and environmentally friendly. The demulsifier can be used to quickly demulsify stable oily wastewater at normal temperature, and particularly has a good demulsification effect on oily wastewater with an oil content of 1%; and the water phase is clear and can be recycled.
