An end-to-end monitoring mechanism whereby edge nodes are notified that a particular path flows through a local protection tunnel along the way. The notification mechanism utilizes OAM packets which include a link protection indication that are transmitted on the Ethernet service layer. The link protection indication may be represented by one or more flags to indicate that local protection is in place along the path. The mechanism enables fast local protection to be used with slower end-to-end protection by informing the latter when local protection is activated. In an implementation in which local-protection does not preserve the CIR of the protected traffic, the invention provides minimal interruption of Committed Information Rate (CIR) connections by minimizing the time traffic is diverted through local protection tunnels. Notification of the edge node that local protection is in use occurs very quickly, thus allowing the edge node to rapidly switch to a backup path.

Method and apparatus for providing communications bandwidth to users having a committed data rate based on priority assignment

A communications system operator provides to each user of a multi-user communications system a committed information rate (CIR). When a user requests bandwidth for transmission, a system controller queues the user in a high-priority subclass A. The system controller allocates bandwidth to the user at the head of the queue as requested but if the user's bandwidth, measured as an average over a sampling time, exceeds its CIR, it is moved into a low-priority subclass B. The user can then only obtain further bandwidth after other users in the high-priority subclass have been allocated bandwidth up to their CIRs. If a user in the low-priority subclass only receives allocation of a small amount of bandwidth, so that its average inforamtion rate falls below its CIR, it is moved back in to the queue in the high-priority subclass.

The historical information is automatically analyzed in view of the user's designated tolerances to determine the network's data transmission performance, and a forward-looking recommendation of an optimum CIR is made, based on the analysis. The results of the analysis and the recommended change to the CIR are displayed to the user in a graphical format.

Packets to be output over a given port that are not in profile are metered by a common Surplus Information Rate (SIR) meter, which is used to meter commonly excess packets from all PHBs configured through that port. By using a common SIR meter to meter out of profile packets for all PHBs on a given port, it is possible to allow packets from multiple PHBs to share the surplus bandwidth on a link connected to that port fairly, while not allocating bandwidth to PHBs that do not require surplus bandwidth. A packet received at the QoS packet scheduler may be assigned a virtual departure time utilizing novel self-clocked fair queuing techniques. Queues may be treated as low latency queues in some cases and may be provided with committed information rates in other cases. Low latency queues may be assigned weights equal to infinity, or the reciprocal of the weight equal to zero. Queues with committed information rates may assign different weights to packets depending on whether the rate that packets are received exceeds the committed information rate. Packets may then be scheduled based on their virtual departure time order.
