The system comprises a terminal layer and base station groups, wherein the terminal layer is installed through the fact that information of owners and cars is registered and written into a vehicle-mounted unit chip unit, a vehicle-mounted unit arranged on each car has a unique electronic tag, binding of the vehicle-mounted units and the cars is achieved, and real and effective performance of the information of the cars is guaranteed. Distribution of the base station groups makes a road network section of an expressway as a unit, the base station groups are arranged on two sides of the expressway, one section is provided with a plurality of central base stations, one central base station can support access of more than 10 base stations, and space between each two base stations is larger than 500 meters. The central base stations are connected with an expressway optical fiber network, and one or multiple types of optical fiber access or internet access or wireless network access can be selected according to requirements of base station equipment. Different sensors are configured to the base stations according to requirements of different sections, a meteorological sensor, a car inspection sensor and an event sensor are arranged, and the terminal layer and the base station groups conduct exchange on car information through a wireless network.
