The invention discloses an energy efficiency and frequency spectrum efficiency balance method for a micro base station super dense disposition heterogeneous network. The method comprises steps that 1), network model construction, network bandwidth division and frequency spectrum use mode determination are carried out; 2), a signal to noise ratio obtained through association of a mobile user and a macro base station and a signal to noise ratio obtained through association of the mobile user and a micro base station are calculated; 3), a statistics averaging method is utilized to calculate association probability of the mobile user and a nearest neighbor micro base station and an average throughput of a downlink during association of the mobile user and the macro base station and the micro base station; 4), frequency spectrum efficiency and energy efficiency of the network are calculated; and 5), an optimization model for maximizing energy efficiency is established. The method is advantaged in that the method can be applied to a traditional cellular network to realize stable evolution, rapid disposition in a needed macrocellular scene can be realized, network energy efficiency is maximized on the condition that minimum frequency spectrum efficiency and minimum user throughput are satisfied, network capacity is substantially improved, and user service quality is guaranteed.
