The invention relates to a high-strength water permeable brick and a production process thereof. The high-strength water permeable brick comprises a sand-based surface layer and a cement concrete structure layer, and the sand-based surface layer comprises, by weight, 80 parts of coated sand, 8 parts of polyethersulfone resin, 3 parts of glass fiber, 30 parts of epoxy resin and 10 parts of alkali lignin; and the cement concrete structure layer comprises, by weight, 60 parts of cement, 50 parts of fly ash, 85 parts of quartz sand, 30 parts of pitchstone powder, 5 parts of yellow dextrin, 7 partsof polypropylene fiber, 3 parts of a water reducing agent and 50 parts of water. By reasonably controlling the components and contents of the sand-based surface layer and the cement concrete structure layer, the prepared high-strength water-permeable pavement brick is excellent in water permeability, good in high-temperature resistance, excellent in wear resistance and skid resistance and high inflexural and compressive strength.
