An overrunning accessory decoupler with a locking mechanism provides the desired overrunning accessory decoupler functionality and also permits torque to be transferred from the accessory to which the decoupler is installed to the drive of the engine when desired. In one embodiment, the decoupler includes a locking mechanism that is controlled by centrifugal forces developed in the decoupler to lock the decoupler to permit the accessory to transfer torque to the drive to start or boost the engine. A technique for reliable passage of handshaking information between a cellular modem and a land modem. Instead of bare transmission over a voice channel connection highly susceptible to signal fading and dropout, the initial modem handshaking exchange is instead FSK-encoded and broadcast using a network data signalling methodology already used to reliably pass signalling information between the base and registered mobiles. A crustacean barrier system and method incorporating a woven polyolefin and/or polymer mesh covering the hull of a protected vessel above the waterline is disclosed. The present invention permits a woven mesh to be deployed below the waterline on a boat or other seagoing vessel and is secured to the boat via the use of nylon straps and/or cleats. This mesh creates a barrier to crustaceans and prevents their attachment to the vessel hull. An alternative embodiment is disclosed that utilizes floatation cylinders to support the woven mesh at a level necessary to encompass the draft of the boat/vessel hull.
