The invention discloses a method and controller for balancing load among cells of a multiband time division-synchronous code division multiple access (TD-SCDMA) system. The controller comprises an intrasystem balanced candidate cell list acquisition module, a priority level determination module connected with the intrasystem balanced candidate cell list acquisition module, a total priority level weight determination module connected with the priority level determination module, a cell sequencing module connected with the total priority level weight determination module and an acceptance module connected with the cell sequencing module, thus the invention ensures that the purpose of balancing load among cells which are in different frequency bands and have different HCS layers is realized.
