The present invention provides a water-in-oil composition. The water-in-oil compositions comprises a phase A and a phase B. The phase A comprises diethylhexyl carbonate, isononyl isononanoate, triethylhexyl glycerol, octyldodecanol, tocopherol (vitamin E), and PEG-30 dimeric hydroxystearate; and the phase B comprises a hydroxyethyl acrylate / acryloyl dimethyl sodium taurate copolymer and water.
