A double-layer pipe is used for conveying new seawater and discharging concentrated seawater, and the filtered new seawater is heated up to 20 DEG C and is then placed in a reverse osmosis seawater desalination device for producing desalinated water; a seawater icing device consists of asteam boiler, a water vapor storage tank, a water vapor organic silicon rubber pipeline, a water vapor electromagnetic valve, a stainless steel hollow mesh and a sinking and floating device; the stainless steel hollow mesh is formed by sequentially splicing a stainless steel wind shield, a stainless steel heating square tube and a stainless steel floating tube with two closed ends from top to bottom. In winter, the seawater freezes in the stainless steel hollow mesh; water vapor enters the stainless steel heating square tube and then melts the edges of ice cubes; floating ice are crushed andthen transported to the shore by a ship, and then sent to a seawater ice funnel by means of a belt conveyor or a chain conveyor.
