The chemically modified chlorinated polyether resin is modified by chemical reaction between a monomer containing carbon-carbon double bond and a chlorinated polyether resin, with viscosity of 1000-2500MPa.s. The use level of the reactants in the chemical reaction is as follows based onpart by weight: 1 part of chlorinated polyether resin, 2-4 parts of monomer containing carbon-carbon double bond, 3-5 parts of xylene and 0.03-0.05 part of mixed initiator; wherein, the monomer containing carbon-carbon double bond is one or more of ethyl acrylate, butyl acrylate, acrylic acid 2-ethylhexyl ester, methyl methacrylate, butyl methacrylate and styrene; the mixed initiator is the mixture of benzoperoxide and azodiisobutyronitrile, with weight ratio of 0.5-3 to 1.
