An intermittent urinary catheter has a catheter body extending from an open distal end to a proximal end, with the proximal end configured for insertion into an urethra. The second inner package includes a hydrophilic coated, intermittent catheter 82) and liquid swelling medium. The first outer package is made of a first material with a WVTR value between 1 and 6 g / (m2·24 h) and the second inner package is made of a second material with a second WVTR value below 3 g / (m2·24 h). An intermediate cavity (25) is defined inside the first outer package, but outside the second inner package. The first and second WVTR-values are balanced in such a way that the relative humidity (RH) is below 90% in the intermediate cavity. This prevents condensation on the inner surface of the first outer package and on the outer surface of the second inner package.
