The method comprises the following steps: 1, installing a pair of capacitance sensors at the upstream of a horizontal oil-water pipeline to measure the water content of two-phase flow, and judging that fluid reaches a stable state through the water content; 2, after the flow pattern reaches a stable state, controlling a pulse type internal heat source in the horizontal pipeline to heat the oil-water two-phase flow fluid to generate a thermal pulse with short duration and high peak value; 3, fixing a temperature detector at an oil-water two-phase flow inlet, and measuring the initial temperature of the fluid, arranging two temperature detector arrays in a downstream pipeline of a heat source; collecting a temperature signal of the fluid in the pipeline; and 4, establishing an average flow velocity calculation model of the horizontal oil-water two-phase flow, and calculating the flow of the horizontal oil-water two-phase flow.
