The foamed nickel is etched by using the phosphomolybdic acid aqueous solution, and can be directly used after drying, the material can be used as a bifunctional electrode material for urea electrooxidation and water and electricity reduction; a urea electrooxidation reaction with low oxidation potentialis used for replacing an electrocatalytic oxygen evolution reaction, a two-electrode urea auxiliary electrolysis hydrogen production system based on a bifunctional electrocatalyst is constructed in analkaline solution, low-cost, low-energy-consumption and stable electrochemical hydrogen production is achieved, and the method is suitable for large-scale industrial electrochemical hydrogen production application.
