The air injection subsystem injects air into the high-pressure pulse water to achieve cavitation water injection. The air is pressed into a pulse high-pressure water flow to achieve cavitation water injection, because of the corrosivity of continuous bubbles, cracks in the coal seam are corroded, the injection property of the coal seam is improved, and the cracks are promoted to be cracked and penetrate; and in addition, the diameters of air molecules are smaller than those of water molecules, thus the air molecules can enter thin and small holes which the water molecules cannot enter to conduct reaming, the purposes that the permeability of the coal seam is reinforced, and the gas concentrationin the coal seam is diluted can be achieved through the water molecules, and the purpose of full water injection is achieved.
