The fire retardant waterborne polyurethane consists of diisocyanate, non-fire retardant polyhydric alcohol, organic phosphorus polyhydric alcohol, organosilicon polyhydric alcohol, a hydrophilic chain extender, a hydroxyl type piperazine chain extender, a catalyst and a neutralizer. The preparation method comprises the following steps: the diisocyanate, the non-fire retardant polyhydric alcohol, the hydrophilic chain extender and the organic phosphorus polyhydric alcohol are orderly added in a reaction kettle, and are stirred and reacted under the action of the catalyst and the protection of N2 for a period of time; and the hydroxyl type piperazine chain extende is added in the mixture to obtain a pre-polymer; and finally,the pre-monomer is cooled down, added with neutralizer water solution and then put in high-speed emulsifying equipment for emulsifying neutralization, and a target product is obtained.
