The molten iron tank dephosphorization-converter single decarbonization steelmaking method comprises the following steps that an efficient dephosphorization agent is put into a molten iron tank in advance, dephosphorization is carried out in the process of blast furnace tapping and blast furnace molten iron transportation through the molten iron tank, and semi-steel with [P] smaller than 0.04wt% and [C] larger than or equal to 3.5wt% is obtained; after the dephosphorization slag is pulled out, the semi-steel is poured into a converter to be decarbonized, and molten steel is obtained; and the efficient dephosphorizing agent comprises iron oxide scale, lime and composite calcium ferrite. According to the method, the phosphorus content of the blast furnace molten iron is reduced to 0.04wt% or below through the efficient dephosphorizing agent, compared with a traditional converter steelmaking process, the converter smelting time is shortened by 3-5min, in the converter decarburization process, due to the fact that the phosphorus load is extremely low, high-carbon-catching steel tapping is easier to achieve at the end point, and the molten steel purity is higher.
