The multifunctional loaded catalyst comprises a carrier as well as an alkali-based component and a metal active component which are loaded on the carrier. The loaded metal catalyst is modified by the alkali-based component of KOH or NaOH andthe like, so the synergistic effect of CO2 removal and CO removal can be realized. The multifunctional catalyst is simple in preparation method, high in CO2 removal rate and CO catalytic reaction activity, high in stability after long-time use and suitable for CO and CO2 combined removal in fire disaster flue gas of closed space such as a submarine, a space station and a refuge chamber for mining, so that microenvironment purification after the closed space fire disaster is realized.
