The device comprises a reaction table, a plasma reaction vessel and a liquid storage device, wherein the reaction table comprises an insulating board, a conductive base, support rods, a grounding electrode and two high voltage electrodes which are respectively connected with a positive pole and a negative pole of a high-voltage and high-frequency power supply; the insulating board and the conductive base are arranged up and down in a corresponding way by means of the support rods; the two high voltage electrodes which are respectively connected with the positive pole and the negative pole of the high-voltage and high-frequency power supply are respectively and fixedly arranged on the insulating board and the conductive base in an opposite way; the grounding electrode is arranged on the conductive base; the plasma reaction vessel is arranged between the two high voltage electrodes. The whole device is high in practicality, simple in equipment, safe in operation and convenient to operate, and has the advantages of being wide in treatment scope, good in effects, free from secondary pollution, and the like.
