A system and method for operating a vehicle at a target speed selected by a driver. The system and method are configured to identify a target speed based on the position of the shift selector, and control engine torque and brake pressure to control operation of the vehicle at the target speed. The system and method further provide for manipulating the vehicle's engine torque and brake pressure to operate at a speed desired by the driver in response to the driver's accelerator and brake commands.
