The novel water-based coal combustion improver consists of the following components in parts by weight: 5-10 parts of potassium permanganate, 3-8 parts of potassium chlorate, 8-12 parts of borax, 5-10 parts of manganese dioxide, 5-10 parts of iron sesquioxide, 45-55 parts of suspending agent and 10-30 parts of water, wherein the suspending agent is prepared by reaction among water, soluble cellulose, a sodium hydroxide solution and water glass. The synthesis method comprises the following steps: preparing the suspending agent, and synthesizing the novel water-based coal combustion improver in a reaction kettle by utilizing the raw materials. By the novel water-based coal combustion improver, the ignition temperature, burnout temperature and relative burnout time of coal can be effectively reduced, the combustion rate of the coal is improved, the furnace temperature is improved, the carbon content of ash is greatly reduced, and the thermal efficiency of the boiler is greatly improved.
