The system is formed by an embedded type front end video monitoring device, a wireless relay device and a wireless network access device. The embedded type front end video monitoring device is installed on a monitoring site to collect video signals; the wireless relay device is installed on a peak to be used for transmitting and relaying; and the wireless network access device is installed in a town where the internet can be surfed and transmits signals to the internet. A front end controller collects data of every sensor, performs analytical calculation, preliminarily judges disaster conditions, turns on or turns off a monitoring camera and a power supply of an infrared flash lamp according to the need, judges disasters and outputs signals. The system and the method have active and passive infrared night vision capabilities and are not subject to limitation of day and night, and disaster losses can be reduced to be minimum. A wind-solar complementary power supply and energy-saving power-saving working mode is adopted to enable the system to work normally. A relay communication mode is applied so that the system and the method can be effectively used in areas undeveloped in communication.
