One or a plurality of water-absorption leakage-blocking bags which are connected in parallel with a rope are filled with high-water-absorptionresin. The two ends of the leakage-blocking bag connection rope are connected with a hollow steel pile fixed on the dam. The cut-off method comprises the following steps: A. respectively fixing fourhollow steel piles on two ends of the breach, and fixing two hollow steel piles on each end; B. mounting the breach leakage-blocking bags which are connected in parallel above the water surface of thebreach, and suspending on the links of four hollow steel piles at both ends, straining and hitting the breach leakage-blocking bags into the water with the steel bars; and C. placing the next group of breach leakage-blocking bags into the water with a same method until the last group of breach leakage-blocking bags exceeds the water surface for blocking the breach through the water-absorption expansion of the breach cut-off device. The leakage-blocking bag designed by the invention has better streamline property, bears less impact force of the breach current in entering the water, has more regular shape after water-absorption expansion and facilitates the compact arrangement between the bags. The transportation and field installation is convenient and quick. The breach cut-off device andthe cut-off method according to the invention have more practical value in flood emergency fighting.
