A speed reducing mechanism is arranged at the position, which is closed to an outlet on the water inlet pipe, in the flocculation zone and includes: a speed reducing board, a rotary shaft and a motor, wherein the motor is arranged outside the flocculation zone. One end of the rotary shaft is connected to an output shaft of the motor and the other end passes through the speed reducing board. The inclined tube settling apparatus includes a plurality of settling tubes, of which cross sections are in a continuous step-like shape. A filter plate is arranged at the connection point between the flocculation zone and the transition water storage zone. The water purifier is reduced in water flow speed, prolongs reaction time and improves sludge discharge efficiency.
