For this reason, in the conventional random access control method, there is the problem that the RACH preamble transmission by the radio terminal devices degrades communication quality.

In particular, there tends to be the problem in a congested area in which the number of radio terminal devices performing calls or communications is larger than the number of resources for RACH or traffic channels of the radio base station device.

Also, in the conventional random access control method, there is the problem that, in the above-mentioned congested area, the radio terminal devices ramp the transmission power of the RACH preamble many times, thereby making power consumption of the mobile stations large.
