The all-sea deep underwater illuminating lamp comprises a shell with a cavity inside, and an illuminating unit mounted in the shell and used for generating an illuminating light source; the shell is provided with an emitting port; the illuminating unit is distributed towards the emitting port; and the shell is fully filled withtransparent liquid-state mediums for resisting the seawater pressure. On the one hand, the transparent liquid-state mediums can prevent the emitting barrier of light rays emitted by the illuminating unit; and on the other hand, the transparent liquid-state mediums are higher in density, hydrophobicity and pressure resistance; when the transparent liquid-state mediums are filled in the shell, the transparent liquid-state mediums can serve as structural parts of the shell for improving the structural strength of the shell to resist the external deep seawater pressure; meanwhile, the transparentliquid-state mediums are wider in pressure resisting range to preferably adapt to deep sea illuminating environments with different depths; and vice versa, due to the effects of the transparent liquid-state mediums, the demand of the structural strength of the shell is reduced, so that the production cost can be reduced, and meanwhile, the size is reduced.
