A biological reaction module 14 of the device is connected witha purified gas collecting device 7 and a liquid storage base 6; the biological reaction module 14 comprises a tubular biological reaction tower body 1; a membrane aeration air inlet pipe 10 is arranged at the upper part of the tubular biological reaction tower body; the membrane aeration air outlet pipe 11 is arranged at the lower part of the tubular biological reaction tower body; two ends of a hollow fiber membrane module 2 are separately connected with the membrane aeration air inlet pipe 10 and the membrane aeration air outlet pipe 11; a nutrient solution spraying device 5 is arranged above the hollow fiber membrane module 2; a waste gas source containing VOCs is connected with a waste gas flowmeter 15 through a pipeline, and then is connected with the membrane aeration air inlet pipe10 and one end of a waste gas inlet pipeline 8; and the other end of the waste gas inlet pipeline 8 is arranged in a manner of running through the side wall of the liquid storage base 6.
