By adoption of the VOD service quality monitoring system and method provided by the invention, performance and service quality monitoring of a VOD server can be achieved, and the monitoring accuracy and efficiency are improved. The system has a low deployment cost, the monitored QoS indexes of the VOD server can reflect the access load and the performance condition of a user set-top box on the VOD server; and in addition, the VOD server and the video URL actually accessed by the set-top box can be automatically discovered without any configuration, thereby greatly reducing the complexity and cost of system management and maintenance.
