The method comprises the steps that random access requests sent by multiple terminal devices are received; a device group to which each terminal device belongs is determined according to identifiers of the terminal devices; a first terminal device belonging to a target device group is determined from the terminal devices; and random access processing is conducted on the first terminal device. By applying the technical scheme, the unfairness problem generated in the time advance information-based random access process is solved, the collision probability of the random access process is decreased to a certain extent, the access success rate is increased, and energy consumption of the terminal devices and the network devices is indirectly reduced.
