The evaluating method comprises the following steps: using a digital camera or a video camera to collect the exterior image information of the material and digitally processing the image; distinguishing the corrosion characteristics information of the material from the collected exterior corrosion characteristic image information of the material; improving the quality of the image through filtering, denoising, image sharpening and histogram equalization; adopting a pattern theory and an image recognition method to obtain the exterior corrosion characteristic image information of the material, and comparing the corrosion characteristics information of the material with corresponding material exterior corrosion rating standards so as to evaluate the corrosion grade of the material.
