A heat pump water heater controller is utilized to obtain variable working condition operation actually-measured data, the variable working condition operation actually-measured data are compared with variable working condition operation essential data in a database, and automatic on-line quality detection of the whole heat pump water heater is achieved. The on-line self-diagnosis control device comprises a data analysis unit, a quality testing control terminal, an environment temperature detection module, a heat pump water heater interface unit, a high-pressure side pressure detection module, a low-pressure side pressure detection module, a power supply electric energy detection module and a water volume detection adjusting module. The quality testing control terminal and the environment temperature detection module are connected to the data analysis unit, and the data analysis unit is connected to a database management system.
