The device comprises a hydraulic electric controlling station, wherein a frame and a movable bracket are arranged at two ends of the hydraulic electric controlling station symmetrically; a rack is arranged on the frame; a first hydraulic actuating mechanism is mounted on the movable bracket; a first gear is mounted at the output end of the first hydraulic actuating mechanism; a moving mechanism is mounted on one side of the movable bracket; the moving mechanism comprises a rotor shaft movably connected with the movable bracket; a second gear and a third gear are mounted on the rotor shaft; the second gear is engaged with the first gear to drive the third gear to move on the rack; a twisting strut is penetrated in the movable bracket; a turnover opening / closing mechanism is sleeved on the twisting strut; and link mechanisms are hinged at two ends of the twisting strut and are connected with a piston rod of a second hydraulic actuating mechanism.
