A measurement-matrix-controlled image compressive sensing and image encryption method includes: applying compressive sensing to image encryption, using a cyclic matrix to construct a measurement matrix and then constructing an initial vector of the cyclic matrix through a chaotic system, so that the measurement matrix is subjected to key control; and taking an initial value of the chaotic system as a key according to sensibility of the chaotic system to the initial value.
