During maintenance, the portable temporary speed limit detecting terminal communicates wirelessly with the electronic speed limit post in a near field by a radio-frequency module of the portable terminal, and the near field wireless communication comprises reading and writing electronic speed limit post type information; and the portable temporary speed limit detecting terminal communicates wirelessly with the railway administration server in a long distance by a wireless communication module to finish interaction of related data during maintenance. The portable terminal mainly comprises a main control module, the radio-frequency module, a GSM-R module, an IC card recognition unit, a serial module and a power module.
