The principle is that network is managed and divided according to geographical administrative divisions layered structure and IP network address of user terminal can be divided into several segments; the routing mode is divided into three mechanisms of uplink, middlelink and downlink according to layering and data packet transmission direction. The layered structure of the invention enable the network data transmit in regularity, reduces unnecessary routing spending and promotes network efficiency, implements network positioning to a certain degree, strengthens network safety, reduces memory size of routing table, saves routing address time, and effectively avoids jam of middle and lower routing system.
