According to the invention, the protein expression level of TNFAIP8 in plasma sEVs is discovered to be closely related to diabetic retinopathy for the first time; TNFAIP8 expression in plasma sEVs of a diabetic patient is detected and thus whether a subject has the risk of diabetic retinopathy or not can be judged more accurately and quickly, so that a prevention or treatment scheme is provided for clinicians; the protein TNFAIP8 is used as a target for preparing a medicine for treating diabetic retinopathy; a new treatment target and a new treatment way are provided for treating diabetic retinopathy.
