The invention provides a rapid and efficient development potato waste residue resource utilization technology. According to the technology, the carbon-nitrogen ratio is effectively adjusted and the enzymatic activity of fermentation liquor is improved; rapid composting of the potato waste residues is accelerated; and the effective utilization rate of the potato waste residuesis improved. The method has the advantages of simple operation, reduction of the caused resource waste and the pollution of the potato starch processing wastes to the environment, realization of the efficient, fast, environmentally-friendly, resource utilization and industrial promotion of the potato starch processing wastes, low resource utilization cost, easy operation, abundant nutrition of theprepared fertilizer, effective improvement of the soil structure, and facilitation of the crop planting.
