The method for producing the atomic oxygen anion flame-retardant formaldehyde-free decorative sheet from the agriculture and forestry residues comprises the following steps: (1)conducting biomass modification: conducting surface modification on a biomass powder material; (2) producing a base layer: after 30-50 parts by weight of a biomass powder material subjected to surfacemodification treatment and 50-70 parts by weight of a first magnesium oxychloride cement mixture are fully mixed, conducting micro-foaming and paving to form the base layer; (3) conducting surface layer production and layered paving: producing a second magnesium oxychloride cement mixture, and paving the base layer with the second magnesium oxychloride cement mixture which is used as a surface layer; a ratio of the thickness of the surface layer to the thickness of the base layer is (0.2-0.8):(15-20); and the first magnesium oxychloride cement mixture comprises, in parts by weight, 0.5-4 parts of trisodium phosphate and magnesium sulfate, 10-20 parts of silica powder, 0.1-0.8 part of sodium methylenebisnaphthalene sulfonate, 0.1-0.9 part of 2-(2-[4-(1,1,3,3-tetramethylbutyl)phenoxy]ethoxy)ethanol, 0.1-1 part of calcium formate and the balance magnesium oxychloride cement.
