A floating liquid material utilized in the invention adopts a green and nontoxic environment-friendly low-melting-point alloy, and utilizes the principle that a low-melting-point alloy has the larger density and the larger buoyancy when in a liquid state to ensure that a surface ofa plane reflector floating on the low-melting-point alloy is parallel to a horizontal plane to determine a horizontal reference plane, thereby effectively overcoming the defect of safety of the mercury horizontal reference device in storage and use. In addition, the horizontal reference device by adopting the low-melting-point alloy and the leveling method thereof can simultaneously provide horizontal references in the vertical upward direction and the vertical downward direction, and are more convenient in practical use.
