The rice seed treating agent is prepared from, by weight, 20-35 parts of clothianidin, 15-28 parts of chitosan oligosaccharide, 18-30 parts of aminooligosaccharide, 10-16 parts of gibberellin, 18-30 parts of sodium lignosulfonate, 12-20 parts of derris root powder, 5-10 parts of pyrethrum extracts, 22-36 parts of a dispersing agent, 15-28 partsof a film forming agent, 5-12 parts of a defoaming agent, 8-14 parts of a thickening agent, 15-20 parts of an anti-freezing agent and 300-500 parts of water. The invention also discloses a preparationmethod of the treating agent. The preparation method comprises the following steps of mixing clothianidin, clothianidin ammonia, oligosaccharin, gibberellin, sodium lignosulfonate, the dispersing agent, the defoaming agent, the anti-freezing agent and the water; performing ultrasonic dispersion, sequentially adding the derris root powder, the pyrethrum extracts, the film forming agent and the thickening agent, and then conducting ultrasonic dispersion to obtain the treating agent.
