The effluent pretreatment system comprises an aeration system and a biofilm formation system,wherein the biofilm formation system is arranged at the upper part of the aeration system; the aeration system comprises at least one aeration device; any one aeration device comprises a main pipe and two or more branch pipes; the branch pipes are perpendicular to the main pipe; any one main pipe is connected with an air blower; each main pipe and each branch pipe are respectively provided with two or more aeration holes; the separation distance of the aeration holes is 60 to 120 cm; main pipes and bank lines are arranged in parallel; the biofilm formation system is composed of two or more steel pipes; the bottom parts of the steel pipes are fixedly connected with river bottom; a steel wire rope is arranged between the steel pipes; steel wire ropes are perpendicular to the bank lines; a suspension film is arranged on each steel wire rope; the lower end of each suspension film is fixed through a gabion; and floating balls are arranged on suspension films.
