The method comprises the following steps: pulping waste paper ina fan pump; adding a highly-electropositive retention aid into the fan pump, and carrying out uniform mixing under stirring so as to form a long-fiber pulp; subjecting the long-fiber pulp to cuttingoff in a headbox screen so as to obtain a short-fiber pulp; adding a lowly-electropositive retention aid into the short-fiber pulp in a headbox of a paper machine, and carrying out uniform mixing under stirring so as to form a moderate-length fiber pulp used as a raw material of the high-retention paper. According to the invention, through addition of the highly-electropositive retention aid intothe paper pulp, the utilization rate of pulp fiber is improved; the long-fiber pulp is shortened through the headbox screen, so the situations of non-uniformity and no dehydration caused by papermaking are avoided; the short-fiber pulp is mixed with the lowly-electropositive retention aid, so the retention and dehydration performances of short fiber are improved; the method provided by the invention has high retention rate; the fiber in effluent water has a concentration of less than 0.08% and a retention rate of more than 85%; and the utilization rate of the waste paper is improved.
